i ne rutsuurgn rress CAREERS DEED TRANSFERS Teen social center alternatives pursued Richard Roth recently passed a three-hour certification test for refrigeration and air conditioning installers and servicemen. As president of the Pittsburgh chapter of the Refrigeration Service Engineers Society, he encourages others to take an upcoming test. Roth, 54, owner of Roth Refrigeration Service in Cheswick, took the test in November in Virginia, along with 37 others in an effort to bring assured quality and skill to the industry. March 25 will be the first time the test will be offered in the Pittsburgh area. The local chapter has about 260 members.

Betty Nanni, the diabetes teaching nurse at Armstrong County Memorial Hospital, recently became a certified diabetes educator. She is one of about 2,000 people in the United States so designated by the National Certification Board for Diabetes Educators. Dr. George L. By Sandy Trozzo The Pittsburgh Press Although Freeport Council has determined that operating a social center for teenagers in the borough is not economically feasible, the fire department and a building owner are stepping in to ensure that young people are not wandering the streets in boredom. Borough council decided Monday that turning a vacant building in Riverside Park into a teenage social center would cost too much money. A feasibility study performed by a council committee determined that the building, which is owned by the borough, needs nearly $5,000 in repairs.

At least $8,000 would be needed annually to pay a chaperone. "We haven't forgotten about the teens, but we can't justify this expense after raising the millage for water and sewage," said Donna Anthony, chairwoman of council's property committee. Becky Magnetta, 17, who is acting as liaison between borough teens and Mayor Robert Ravotti, said she will set up a meeting with the mayor to discuss the feasibility study. A group of teenagers first requested a youth center in 1986. The issue was revived in November after senior citizens and downtown merchants complained about loitering teenagers.

"I don't think the kids are really that bad," Mrs. Anthony said. "They are bored. There's just nothing to do." But since the request, other groups have stepped in to provide teen activities. The Freeport Volunteer Fire Department has begun biweekly dances on Saturday nights, and a borough church also held a teen dance.

Ravotti said. "In my opinion, I feel that that's certainly a big step in the right direction," Ravotti said. Also, the owner of a vacant Market Street building said he is considering opening a teen center. "I feel that I'm going to go that route," said Rene Burk, owner of a building at 502 Market St. "But I have to figure out what it's going to take." Part of Burk's building is occupied by a real estate agency, and he lives in the three-bedroom apartment on the second floor.

But part of the first floor and the basem*nt are available for the center, he said. Burk said he plans to provide a pool table, video games, a jukebox and pinball machines, and "maybe sell munchies." He said the center would be supervised by an adult and would abide by the borough's curfew of 10 p.m. on school nights and 11 p.m. on weekends. He added that he's studying the costs of such a venture, including liability insurance, but he feels confident that he will be able to make a go of the teen center.
